As a male survivor, Rafael developed this AI platform to empower domestic violence advocates and first responders, equipping them with a tool to better serve victims. Honored as "The Best Hispanic Entrepreneur of the Year" in 2016, he is known for creating software defined by simplicity—true excellence is achieved not when there’s nothing left to add, but when there’s nothing left to take away.

A medical doctor with over 20 years of experience, specializing in bioethics to develop ethically sound programs. Board member of the Arizona Bioethics Network. Committed to cultural sensitivity in all practices. Mother of Rafael (President) and a secondary victim of domestic violence, bringing personal insight to the mission of empowering survivors.

Carrie Paul
Director of Victim Advocacy Training
Known as “The National Victim Advocate,” Carrie has over 15 years of experience training thousands of attorneys, victim advocates, and law enforcement professionals. She has worked alongside organizations like End Violence Against Women International, the National Crime Victim Law Institute, and the Institute on Violence, Abuse, and Trauma. Her work has impacted professionals across 40+ states through organizational trainings, guest lectures, and public speaking engagements. She believes there’s nothing like StatuteFINDER.

Director of Outreach and Partnerships
With over 15 years of nonprofit leadership experience, Alisha specializes in building strategic relationships to support victims of domestic violence. As Executive Director of the National Council on Family and Domestic Violence, she forged impactful partnerships and advanced survivor advocacy initiatives. She also contributed to shaping victim rights policies as a member of the Marsy’s Law Advisory Committee. Alisha’s expertise in fostering collaboration with nonprofits and first responders is invaluable to StatuteFINDER.org’s mission to expand access to legal tools and resources for survivors.

Dr. Paul Arias, PhD, leverages over a decade of experience as a data scientist to drive innovation at StatuteFINDER. At Rutgers University, Dr. Arias specialized in data workflows and predictive modeling, while his work with the CAREERS Cyberteam provided technical guidance to institutions on data management and accessibility. By integrating advanced analytics and automation, Dr. Arias equips StatuteFINDER with the tools to streamline legal research, improve accuracy, and offer a seamless user experience that sets it apart in the nonprofit sector.

She holds a Master’s of Science in Criminology and Criminal Justice from Arizona State University and has built a career specializing in system development and improvement. Her passion for leveraging technology to empower underserved communities uniquely positions StatuteFINDER as a platform that bridges the gap between accessibility and impactful legal resources.

Roxy Swenton brings 19 years of leadership experience at Intel Corporation, excelling in strategic initiatives and executing complex, cross-disciplinary programs. Her roles as Cloud Software Engineering Manager and Chief of Staff to Intel’s VP of Cloud Software highlight her expertise in tech program execution, relationship building, and aligning technical innovation with strategic goals. She has led initiatives in autonomous driving, artificial intelligence, demonstrating resource management and delivering impactful results.
